The brother of a man kidnapped by means of North Korea and the leader of a cluster supporting escapees from the rural parts agree it is appropriate to increase ''pressure'' forward Pyongyang to resolve the issue of stalled bilateral talks, as Japan prepares to impose economic sanctions forward the North.

Hasuike: It has prolonged been said that Japan should adopt either a hard line or a moderate line in negotiations with North Korea, if it were not that it has only for aye taken a moderate line, not a hard one. There has been a carrot further no stick.

My disquiet is that imposing sanctions, which are a means toward achieving a resolution, is becoming an expiration in itself.

North Korea's trade with Japan accounts for simply about 10% of its total. It is doubtful that trade suspension on Japan will lead to North Korea's collapse or deal it a plain blow, forcing it to yield and change its policy. yet sanctions would nonetheless be quite hard for North Korea, in the way that it wants to avoid them if possible.

Hasuike: Economic sanctions legislation has been propos by dint of Diet members, and it is still not known in what way the government will use that legislation if enacted. I think the law is a negotiating card.

Ishimaru: The coming six month are important. This year, there are elections in Japan, toward the south Korea, Taiwan and the United States. With no basic view upon the Korean Peninsula, policies will again become haphazard.

Japan should also continue humanitarian aid. The people of North Korea are experiencing unprecedent hardship beneath a dictatorship. The fact that Japan is offering a helping hand to the North Koreans despite the kidnapping of Japanese nationals will be received by way of them positively. We should sell the message that we are sympathetic to them.
