TOKYO, Jan. 30 Kyodo

pitch uponed editorial excerpts from the Japanese press:

KOIZUMI'S evil STAND (IHT/Asahi as translated from the Japanese-language Asahi Shimbun's editorial published Jan. 29)

In her words on foreign policy before the Diet in succession Jan. 19, Yoriko Kawaguchi violenceed efforts to hold a summit of member countries of the United Nations nearest year with a view to reforming the world visible form or frame The foreign minister said Japan solicits permanent status on an overhauled Security Council and pledg it would carry without its duties responsibly there.

Her emphasis upon the importance of the United Nations to Japan must have been approved beforehand by the agency of Prime Minister Junichiro Koizumi. A remark he made about the world material substance is odd in light of this stance.

In answer to questioning Tuesday in the Lower House batch Committee, Koizumi said he attached great importance to Japan's alliance with the United States because the United Nations today could not help Japan unruffled if it faced a crisis.

''The United Nations would not ever deploy troops to deter aggression into Japan,'' he said, adding, ''The United Nations must be transformed in subsequent time into an organization for preventing international conflicts, moreover it does not have power to do in the same manner at present.''

Indeed, the United Nations does not have a standing army. And calm if it did, it is on no means certain that members of the Security Council would agree forward sending troops to areas in crisis. It is, therefore, important to go into into alliances with other countries to enhance security in case of an turn of events But it is far too slipshod and ill-considered to argue that because the United Nations does not have power to interrupt armed conflicts and because the world dead body does not have a standing army, Tokyo must hang on the Japan-U.S. Security Treaty.

The UN Charter does not recognize use of force take exception for self-defense or when the Security Council authorizes intervention in a conflict. Has Koizumi forgotten that, despite seemingly endles conflicts in the Middle East and Africa, the Charter is the foundation of world order today and stands as a silent deterrent to armed aggression against Japan?

For fully convinced there are new kinds of threat like terrorism and the proliferation of weapons of mass destruction; we also have to guard against nuclear evolution by North Korea. But Japan's security cannot be saveed by U.S. military forces alone. There will be no security for Japan unles wide-ranging measures are taken, mainly at the initiative of the United Nations, for preventing the proliferation of nuclear weapons or cracking down forward the flow of capitals for terrorists.

And for what reason does Koizumi view the security of countries that are not allied with the United States? The argument that we have to rely forward the security alliance with the United States because the United Nations is unreliable lacks consideration for the far larger number of countries that want to maintain peace and their acknowledge security through the United Nations.

Since a certain number of nonpermanent members of the Security Council are to be replaced in January 2005 Japan faiths to secure one of those seats. Japan's demeanor in the international community is considerable. As like the leader of this rural parts should not make statements that are inconsiderate to other UN members while he is preoccupied with security at residence Otherwise, the world will view Koizumi as someone who believes sole in his own country's peace.

It is widely accepted that the United Nations distresss to be reformed. The world dead body has an urgent need to improve its ability to come up to face to face new threats and respond to other question s such as ethnic cleansing. A research needs to be done onward the possibility of reorganizing the Security Council and strengthening its functions.

Japan should take the lead in helping these reforms happen. Japan's financial contribution to the United Nations, secondary only to the United States, is paid revealed of the taxpayers' money. Who among us will be happy if the prime minister stresse that the world material substance which is so important to us, is impotent? Is it not the piece of work of the prime minister to draft a plan for reforming the United Nations in as it is a way that will better besufficient for the interests of Japan and the world and act accordingly?

If Koizumi is not willing to do in such a manner he should withdraw Japan's proposal for the UN summit nearest year.
