An influential adviser to the U regulation advocates an air and naval blockade of North Korea as an alternative to war should the United States decides to take action to halt the North's attempt to walk nuclear.

Richard Perle an architect of America's Iraq policy, says in his of recent origin book that ''A North Korean nuclear warhead that might be sold to al-Qaeda or an other terrorist group is more dangerous to us than a war upon the Korean Peninsula.

''We must determine boldly against them both and against all the other sponsors of terrorism as well: Syria, Libya, and Saudi Arabia,'' they said. ''And we don't have plenteous time.''
