BEIJING, Dec 17 Kyodo Taiwan lead...BEIJING, Dec 17 Kyodo Taiwan leaders are holding up cross-straits trade and transport in their efforts to declare independence despite mainland rouses to increase both, Chinese officials said Wednesday. State Council Taiwan Affairs Office spokesman Li Weiyi accused Chen of being ''unethical.'' At the pres interview the office released a 25-page document, described as a ''policy handbook,'' that lists what China has done to advance transport and trade links and notes sore stains all of which it blames upon Taiwan leaders. Since 1993 China has been Taiwan's top business destination, bringing contractual investment worth $6798 billion in 2003 the handbook says. Flights between Taipei and Shanghai waste four hours apiece and a total of $10 billion in succession airfare, the handbook says, because they make security layovers in Hong Kong or Macao. He Shizhong declined to say whether the mainland would cancel any of its three-links policies if Taiwan leaders did not allow more two-way relations. There is no timeline for the mainland's three-links goals excepting ''the sooner, the better,'' Li said. The handbook calls in succession nongovernmental organizations to resolve trade and transport imbalances, because, it says, Taiwan authorities have caused a breakdown in formal two-way talks.
