The Chinese restraint said in a white paper released Wednesday it will work with other nations to stop the spread of weapons of mass destruction, replying indirectly to U criticism ahead of Premier Wen Jiabao's visit to the United States starting this weekend.

The 24-page report, authored by means of the State Council's Information Office and titled ''China's Non-Proliferation Policy and Measures,'' says China has ''steadily improved'' its laws against selling weapons of mass destruction to foreign countries and boost enforcement.

Laws have been evolving since 1984 the white paper says.

It also says the system of exchanges Ministry requires export licenses to make confident weaponry does not leave the native land and that related departments have stepp up criminal enforcement. Enforcement, however, is ''complex'' according to the report.

''The be of importance toed departments of the Chinese restraint are summing up their experience, constantly strengthening the training of the law-enforcing personnel intensifying publicity and further improving the domestic nonproliferation export curb system,'' the paper says.

The white paper addresses an issue that the U rule will raise with Wen when he visits the home from next Sunday to Wednesday, a U direction source said.

He said the matter was particularly sensitive ahead of the nearest round of six-nation talks aimed at dealing with North Korea's nuclear ambitions.

The U ''welcomes'' China's efforts to stop arms sales by the agency of export control regulations for missiles, weapons of mass destruction and related materials or technologies, a U Embassy official said Wednesday, and the home will keep working with China in succession the issue.

The white paper says China will increase nonproliferation dialogue with other countries and go after United Nations guidelines to stop proliferation.
