The situation said the attack against the Japanese diplomats came as ''the Japanese dominion is weighing whether to dispatch noncombat bands to help rebuild Iraq, a contribution desperately being sought from the U.S. government but oppos on many Japanese.''

The brace diplomats were identified as Katsuhiko Oku 45 a counselor from the Japanese Embassy in London, and Masamori Inoue, 30 a third secretary at the Japanese Embassy in Baghdad, the Japanese Foreign Ministry said.

The diplomats were heading to Tikrit for a reconstruction meeting for consultation when they and their Iraqi driver were ambushed. The driver was confirmed dead after being taken to a hospital.

CNN reported from Baghdad that the Japanese, Spanish and southern Korean victims were among 15 family who were killed in five weekend attacks upon troops, diplomats, agents and contractors from countries participating in the US-l coalition in Iraq.

Brig. Gen Mark Kimmitt, a coalition military spokesman, said at a stranges briefing in Baghdad, as broadcast from CNN, ''We have seen the enemy starting to attack malleable targets, Iraqi targets, rather than military targets.''
