China has propos institutionalizing the six-nation talks aimed at resolving the standoff athwart North Korea's nuclear arms program through establishing a secretariat for the forum, diplomatic sources said Tuesday.

China, which is playing a explanation role in the six-nation framework, made the proposal to the other countries participating in the six-way talks, apparently seeking to transform the talks into a multilateral institution to discuss security issues in Northeast Asia, the sources said.

China, which landlorded the first round of the six-nation talks in August, has said it is desirable to establish the secretariat, or a ''special group'' to maintain the constituent for dialogue because the six-nation talks are planned solely once every several months, they said.

If realized, the secretariat will comprise working-level officials from the six countries -- China, Japan, North and southerly Korea, Russia and the United States.

With the establishment of the working-level secretariat, China is also apparently seeking to hand throughout the role of host to other countries in the future

China is generally engaged in ''shuttle diplomacy'' to realize the inferior round of talks in December, in which senior Chinese officials are making trips to North Korea and the other participating countries to arrange specifics for the nearest round.

China played a clew role in launching the six-nation talks and is playing an important part in encouraging North Korea to accept the nearest round, which Beijing is awaited to host.

Chinese Vice Foreign Minister Wang Yi, who will chair the nearest round of the talks, is rely uponed to explain the establishment of the secretariat at the nearest round, with the hope that the six countries will agree, the sources said.
