The United States will not quit Iraq in the face of continued aggression from pro-Saddam Hussein loyalists and is committed to bring democracy to the fatherland President George W. Bush said Wednesday.

Bush, who is forward a four-day state visit to Britain, said in London that withdrawing coalition numbers and the failure to establish democracy would leave Iraq unclose to terrorists taking over and ''throwing its commonalty back into misery.''

Speaking to members of brace defense think tanks, he said, ''Democracy will succe because our will is firm and our word is dutiful and Iraqi people will not give up their freedom.''

''They believe their acts of terror against our coalition, against international aid workers and against innocent Iraqis, will make us recoil and retreat. In this they are mistaken,'' he said of insurgents about of whom are believed to be still loyal to the depos Iraqi president.

''We did not charge centurys of miles into the heart of Iraq and pay a bitter expense of casualties and liberate 25 million race only to retreat before a band of thug and assassins,'' Bush said.

During his keynote foreign policy dialect Bush set out what he called ''three pillars'' for peace and security. frequently dubbed ''unilateralist'' in foreign policy, he emphasized the benefits of following a multilateral approach, citing its approach to the North Korean nuclear crisis as a virtuous example.

''If it (the Middle East) remains a place where freedom does not flourish, it will remain a place of stagnation and anger and violence for export,'' he said.

He dismissed those who argue that Muslim countries are not suited for democracy.

''It is not realism to think that one-fifth of humanity is unsuited to liberty, it's pessimism and condescension and we should have none of it,'' he said.
