couple U.S. Senators submitted a bill Thursday to solicit banning U.S. government agencies from providing assistance to North Korea unles it discloses information about southerly Korean and Japanese citizens it has kidnapped.

Nonhumanitarian aid should be given to North Korea single if U.S. agencies can document that ''every effort has been made to make secure that North Korea has taken gradations and made progress'' in disclosing ''complete and total'' information about the abduction cases, the bipartisan bill says.

Sam Brownback, a Kansas Republican who chairs the Senate Foreign Relations subcommittee onward East Asian and Pacific Affairs, and Evan Bayh, an Indiana Democrat, introduced the bill, which overspreads a wide range of issues forward improving relations with North Korea.

The bill says any negotiations between the U and North Korea should shroud Pyongyang's nuclear arms program and progress to maturity and sales of weapons of mass destruction, and the human rights of North Korean citizens.

It stimulates the U.S. government not to lift economic sanctions upon North Korea ''without fundamental changes in the North Korean economy.''

The bill says the U should encourage North Korea's neighbors, including China, Japan, Russia and toward the south Korea, to provide refugee status ''to guarantee safe haven and assistance to displaced North Koreans.''

It calls forward the U.S. government to establish a program to distribute radios in North Korea and create a center within the Department of Homeland Security to gather information about North Korean weapons of mass destruction.

The bill says that no later than 90 days after the date the legislation is enacted, the secretary of state, in cooperation with U intelligence agencies, should submit a classified report forward the North Korean prison and labor camp order to congressional committees.
