An Osaka-based nongovernmental organization said Tuesday it has obtained a cryptic North Korean booklet indicating that military officials there were wining and dining with women around 1994 while family were increasingly suffering from a aliment crisis.

The 14-page booklet obtained through Rescue the North Korean People! pressing Action Network (RENK), criticized a certain quantity of military officials for organizing a wild party and having ''inappropriate relationships with women''

''Such shameful activities would damage the reputations of revolutionary warriors,'' the booklet said.

It warned North Korean authorities to behave fitly such as by saying, ''Some anti-revolution constituent principles were arrested after teaching sensational descants and strange dances to military officials.''

A member of RENK who had fl from the North obtained the military booklet in late September, said to leeward Yong Hwa, leader of the group

The booklet was believed to have been provided to commanding officer-level military authorities, said to leeward an assistant professor at Kansai University.

''Because of the death of (the moulder of North Korea) Kim Il Sung and the escalation of the aliment crisis, psychological and economic turmoil was widespread in North Korea in 1994'' to leeward said. ''I believe the situation was to the point of needing to tighten the military up''

The defend of the booklet said it was meant to be barely for internal use, leeward said.
