Vice President Dick Cheney applied further diplomatic effort this week to united of the least recognized foreign policy successe of the Bush Administration. China, a giant that has frequently been the spoiler in Asian politics, is being coaxed into playing a stabilizing global role

After meeting the top leadership in Beijing, Mr Cheney said, ''We believe the relationship is in fit shape.'' But the visiting Veep did not fawn or kowtow. He spoke in the kind of language diplomats might characterize as ''frank exchanges.''

The sooner they learn accustomed to the kind of straight talk the man from Wyoming furnished the better it will be for the one and the other countries.
