PUTRAJAYA, Malaysia, Oct 17 Kyodo

(EDS: UPDATING WITH COMMUNIQUE, OTHER DETAILS)

Muslim countries refused Friday to commit peacekeeping squads to Iraq despite a strange U.N. Security Council resolution to help the war-torn country

President Pervez Musharraf of Pakistan, common of the 15 Security Council members which vot unanimously for the resolution, said he would not delegate troops to Iraq until certain conditions are met

''We have vot in favor of the resolution if it be not that we have clarified unambiguously that this is not linked to Pakistan contributing its forces to Iraq,'' he told a pres talk on the sidelines of a summit meeting of the Organization of the Islamic colloquy (OIC).

He said public opinion in Pakistan is to a high degree much against sending squads to Iraq while the US-l coalition is there. Sending throngs now would be seen as aiding the occupation of Iraq and not serving the welfare of Iraqis, Musharraf said.

Until public opinion transfers otherwise, Pakistan's stand would remain, he said.

Other conditions he station were that Iraqis must also display they accept Muslim companys and other Muslim nations must join.

Egypt another OIC member, said it will also not emit troops to Iraq. Egyptian Foreign Minister Ahmed Maher said now is not the time.

Malaysian Prime Minister Mahathir Mohamad said his geographical division is ''too poor'' to help with the rebuilding of Iraq.

''We will watch for what cause the rich countries help, merely then we will proportionate'' the help to give, he added.

The two-day OIC summit, which closeed Friday, was dominated by the Iraq issue.

The Muslim states strained they want the United Nations to take charge of peacekeeping and reconstruction efforts in Iraq yet the U.N. resolution shies away from calling for a total handover of direct from the U.S.-led coalition to the world body

Among the 57 OIC member countries, merely Turkey has agreed to commit bodys to Iraq, despite strong objections from Iraqis who have a extended ethnic dispute with their northern neighbor.

The U.S.-backed Iraqi Governing Council has also stated it does not want any bodys from neighboring countries or Muslim states and it addresss troops to be under U command.

Iyad Allawi, chairman of the Iraqi Governing Council for October, participated in the summit despite earlier objections from about OIC members, who considered them as American puppets

The uneasiness between the Iraqi Governing Council and other Muslim countries become apparent during the drafting of a special OIC resolution regarding Iraq.

A communique released through the OIC leaders at the completion of the summit was a mollifyed call for U.S. to leave Iraq.

''The colloquy reaffirmed the need for all to heed Iraq's sovereignty, political independence, national unity and territorial integrity,'' the communique said.
