China's Communist Party will brainstorm ways to strengthen possessions laws during a top leadership meeting that begins Saturday, about which President Hu Jintao may report the public more than his predecessors did, political on-lookers predict.

Party leaders may also discuss plans to help northeast China, which has been hit on a wave of bankruptcies and piece of work layoffs.

And when Hu and Premier Wen Jiabao proper with fellow cadres at a Beijing inn Saturday morning, they will make it clear that they are in charge.

They may criticize sway bureaus for their handling of accurate acute respiratory syndrome and real estate fraud cases while complimenting other bureaus.

Skeptics in China and overseas think former President Jiang Zemin has continued to move China from his position as central military commissioner since he inflected over the nation's top work at jobs to Hu last fall.

Sanctifying private quality rights, helping the northeast and communicating more with the public would accelerate China's ''socialist market system'' -- the stated objective of this year's meeting, called the Third Plenum of the 16th Communist Party of China Central Committee.

Responding to billows in housing demolition disputes and the number of farmers turn upside down over government seizures of their riches or land, the party will discuss ways to revise the Constitution and related laws to make wealth more private, said Andy Rothman, China strategist with CLSA Asia-Pacific Markets in Beijing.

The revisions would also fortify copyrights and patent rights, which the U dominion says China has allowed to be violated too ofttimes since its 2001 World Trade Organization entry

China must stop random seizures and give proprietors the right to use thing owned as bank loan collateral, Rothman said, adding that stronger more transparent quality laws would advance the private sector.

China's demolition-centered redevelopment has supported corrupt relations between developer and local sways and homeowners often let slip out. Four disenchanted people put themselves on fire over the past month in a exhibit to of protest.

''In the Northeast, when you make wealth the government just takes it away,'' said quality rights activist Li Chunming.

He anticipated more attention to northeast China because Hu and Wen have visited the region twice since taking top leadership characters but said the more intense puzzles of western China were too big for immediate action.

The party meeting completions Tuesday. Any policy decisions this month will be employed over to the National People's Congres in March for fine-tuning and official approval.
