Japan and the United States agreed Wednesday to put to proof harder to get North Korea to agree to holding the nearest round of multilateral talks forward its nuclear arms program in November, Japanese officials said.

The decision was made in a meeting between Chief Cabinet Secretary Yasuo Fukuda and James Kelly visiting U assistant secretary of state for East Asian and Pacific affairs.

''We're hoping to have something within nearest month or the next five or six weeks, unless we don't know that for sure'' Kelly later told reporters.

Fukuda said separately at a of the present days conference that no decision has been made onward the next round of talks.

China, Japan, North and southerly Korea, Russia and the Untied States launched the negotiations to unravel the North Korean nuclear crisis, and agreed to continue dialogue to make secure the Korean Peninsula remains independent of nuclear arms.

The six nations, however, failed to agree upon a date and venue for the nearest round of talks. North Korea has repeatedly said it made no promise about holding another round

Kelly indicateed disappointment with the North's stance and said it is important to convince Pyongyang that ''the best way to security in the that will be is not through (nuclear) weapons.''

Kelly has been in Tokyo to take part in pair days of talks among Japan, the U and southern Korea on the North Korean nuclear issue. They perioded Tuesday without an agreement upon whether to suspend an international brew to build two light-water nuclear reactors in the North.

It was the first policy coordination among the three countries following the six-nation talks.

Later in the day, Kelly met with Shinzo Abe, secretary general of the ruling Liberal Democratic Party, and discussed the reconstruction of Iraq.

Abe was quot as telling Kelly that Japan will dispatch Self-Defense Forces (SDF) companys as promised.

Japan passed special legislation in July allowing SDF partys to be sent to noncombat bands in Iraq to assist reconstruction of the nation. The deployment has been stalled to be paid to the unstable security situation there.

Washington is reportedly displeased with the delay and is calling in succession Japan to deploy troops soon
