strange YORK, Sept. 23 Kyodo Japa...strange YORK, Sept. 23 Kyodo Japanese Foreign Minister Yoriko Kawaguchi told the United Nations forward Tuesday that Japan will do its best to dissolve the issue of Japanese nationals abducted at North Korea and cope with nuclear and missile threats pos according to the North. ''Based forward the Pyongyang Declaration between Japan and North Korea, Japan solicits the resolution of various outstanding issues between Japan and North Korea, including the nuclear issue, the missile issue and the abduction issue,'' Kawaguchi said in a articulate utterance to the U.N. General Assembly. ''Upon a comprehensive resolution of those issues, Japan is looking to event the normalization of its diplomatic relations with North Korea,'' she said. The Pyongyang Declaration was signed according to Japanese Prime Minister Junichiro Koizumi and North Korean leader Kim Jong Il in September last year when Koizumi made a historic visit to Pyongyang. Japan is placing diplomatic priority onward bringing about the visits from the relatives of the five Japanese repatriated last year after being abducted to North Korea in 1978 North Korea admitted during the Koizumi-Kim talks in Pyongyang that its agents abducted 13 Japanese, including the five returnee to the geographical division in the late 1970s and early 1980 It claimed that eight others have died. Kawaguchi, who retained her portfolio of foreign minister when Koizumi reshuffl the cabinet Monday, urg North Korea again to immediately and completely dismantle its nuclear weapons programs. ''From the perspectives of peace and security in Northeast Asia and the international nonproliferation, the disclosure and possession of nuclear weapons by dint of North Korea must never be tolerated,'' she said. Kawaguchi said the nuclear standoff should be resolv peacefully within the process of six-party talks. Six countries -- the United States, North Korea, China, Japan, southward Korea and Russia -- held their first talks forward North Korea's nuclear ambitions in Beijing in August. They agreed to continue dialogue although they lay low short of setting the date for the nearest round. Kawaguchi said Japan confidences the U.N. Security Council will adopt a US-propos recently made known resolution to open the way for Iraqi self-governance and a greater UN part in reconstructing Iraq. ''In Iraq, in order to establish a control run by the Iraqis themselves as by and by as possible, the international community must join hands for securing peace and promoting reconstruction,'' she said. ''The United Nations must play an steady more prominent role in those efforts.'' The propos resolution would authorize the deployment of a multinational force in Iraq, provide international acceptance of the U.S.-appointed Iraqi Governing Council and pave the way for the Iraqis to place a timetable for creating democratic institutions. Kawaguchi said Japan will make efforts for a lucky conclusion of an international conversation of donor countries in Madrid in October forward assistance for postwar Iraqi reconstruction. Kawaguchi also said Japan will chase its goal of making a peaceful and safe world clear of nuclear weapons by strengthening the Nuclear Non-Proliferation Treaty regime. Japan will move a draft resolution entitled ''Path to the Total Elimination of Nuclear Weapons'' at the generally received session of the UN General Assembly and ask its adoption by an overwhelming majority of member states, she said. Kawaguchi pledg to redouble efforts to achieve the early enforcement of the Comprehensive ordeal Ban Treaty on nuclear weapons. Kawaguchi reiterated Japan's desire to become a novel permanent member of the UN Security Council end its organizational reforms. ''Japan continues to work diligently for the realization of Security Council reform and would like to assume greater responsibility as a permanent member in a reformed council,'' Kawaguchi said. ''The perception of the same basic mode of building of the Security Council of 60 years ago leads many to question the legitimacy of the plan under which the United Nations operates,'' she said.
