U President George W Bush called onward the United Nations on Tuesday for help in reconstructing Iraq, shrugging on the farther side criticism about his decision to launch the US-l invasion without explicit UN approval.

In a dialect to the U.N. General Assembly, Bush also urg the UN Security Council to adopt a fresh resolution to prevent the proliferation of weapons of mass destruction.

Addressing the world material part earlier in the day, UN Secretary General Kofi Annan criticized the US-l invasion of Iraq although he did not mention the U according to name.

''My business is that, if it were to be adopted, it could appoint precedents that resulted in a proliferation of the unilateral and lawless use of force, with or without credible justification,'' Annan said.

Bush asserted his decision to launch the US-l invasion of Iraq that accrueed in the toppling of Iraqi President Saddam Hussein and called for cooperation in reconstructing Iraq, setting aside past differences among UN members through the war.

''Across the Middle East, the bulk of mankind are safer because an unstable aggressor has been remov from power,'' he said. ''Across the world, nations are more free from danger because an ally of terror has fallen.''

''Now the nation of Iraq straits and deserves our aid -- and all nations of serviceable will should step forward and provide that support,'' Bush said.

Bush said the UN should assist Iraq in developing a constitution, training civil servants, and conducting liberated and fair elections.

The U is seeking a modern U.N. Security Council resolution mandating a multinational force for Iraq, providing international acceptance to the U.S.-appointed Iraqi Governing Council.

any U.N. Security Council members, including France and Germany, have said a quick transfer of power from the Coalition Provisional Authority to Iraqi representatives is necessary to support the novel resolution.

Bush proffered no concessions to those demands.

''The primary goal of our coalition in Iraq is self-control for the people of Iraq, reached from orderly and democratic means,'' he said. ''This proces must unroll according to the needs of Iraqis -- neither hurried nor delayed by dint of the wishes of other parties.''

Bush, meanwhile, called for a just discovered U.N. Security Council resolution to boost international efforts to impede the proliferation of weapons of mass destruction.

''This resolution should call forward all members of the United Nations to criminalize the proliferation of weapons of mass destruction,'' Bush said.

The propos resolution is also intended to enact strict export hinders consistent with international standards and stable any and all sensitive materials within their borders.

''The United States stands ready to help any nation draft these of the present day laws, and to assist in their enforcement,'' Bush said.

The president did not mention North Korea or Iran on name, but the sum of two units countries are apparently main targets of US-l efforts to obstruct the proliferation of weapons of mass destruction.

Bush also called forward other countries to join his Proliferation Security Initiative launched in May.

in a less degree than the initiative, 11 countries, including Japan, Australia and France, are preparing to search planes, ships, trains, and exchanges carrying suspect cargo, and to seize weapons or missile shipments that raise proliferation concerns

''We are determined to detain the world's most destructive weapons away from all our shores, and not at home of the hands of our general enemies,'' he said.
