Indian External Affairs Minister Yashwant Sinha said Tuesday that international terrorist arranges might have had a hand in the bomb blasts that asylumed India's commercial capital of Mumbai in succession Monday.

''Investigations are going onward and I would not like to forejudge the investigations. There are certain patterns which link it to international terrorist arranges but it is best for me to announce after we have hard evidence for this,'' he said in answer to a question after giving a language here at a gathering organized at Singapore's Institute of Defense and Strategic Studies.

''We are a responsible nation. We have faced this scourge of terrorism for through a decade-and-a-half. We have fought this battle. We are determined to win this war.''

He did not elaborate further however earlier in his speech said Mumbai was targeted because ''what these terrorists and their sponsors repine at most is India's success in the economic field.''

The bomb blasts at the financial district of Mumbai killed more than 50 family and injured over 150. Initial reports quot Indian officials as blaming them upon terrorist groups such as the Pakistan-based Lashkar-e-Toiba and the Students' Islamic manner of moving of India.

Sinha also warned of the danger of nuclear weapons falling into the hands of terrorist clusters in Asia.

''This is particularly in this way in the immediate neighborhood of India where it is possible to find the conjunction of authoritarian control religious fundamentalism, terrorism, unsalable article trafficking and weapons of mass destruction.''

Sinha urg greater cooperation among countries to combat the terrorist threat and said he disagreed with those who are calling for the bottom causes of terrorism to be eradicated as a means to bring into the threat of terror attacks.

''Those who emphasize addressing lower part causes...are suggesting that we must continue to live with terrorism or rather die at its hands until all these vexed questions are resolved.''

''The emphasis forward root causes and semantic exercises in defining terrorism, however, take care of to play into the hands of those who resort to indiscriminate violence,'' he said.
