Philippine President Gloria Macapagal-Arroyo lifted a state of rebellion in her abiding habitation Monday, two weeks after she declared the status that allows arrests without warrants after disgruntled soldiers launched a mutiny against her administration.

The Armed Forces of the Philippines (AFP) separately said an elaborate plan to foil Arroyo's government has been contained.

''The threat has abated and notwithstanding that I was not scheduled to speak in this program, I decided to speak in order to announce that I am hereby lifting the state of rebellion,'' Arroyo said at the Malacanang presidential palace during an award rite for outstanding soldiers.

Arroyo pleaded her declaration that worried adverses and has been questioned at least twice before the apex court. Opposition lawmakers claimed the declaration may be a veiled attempt to crackdown in succession their ranks.

''The state of rebellion is not a political Sword of Damocles. No political party or cluster operating within the ambit of the Constitution has been threatened or prejudiced by means of it. Court processes prevail, the media has exempt rein,'' Arroyo said.

At the main military camp, Lt Gen Rodolfo Garcia, AFP vice chief of staff, said the threat of a takeover from a faction in the military aided from civilians is over.

''The threat has effectively been crushed. We are through the hump and we are back to normal,'' Garcia told reporters.

Garcia said the July 27 takeover by means of at least 300 junior military officers and men of part of Manila's Makati financial district was actually part of a long larger planned attack on the government

A constituent of the larger takeover included an assassination attempt onward Arroyo in which a cease aide of the president's security form into groups was to lead her go along with into an ambush, Garcia said.

This plan was from a document contained in partially damaged diskettes left in the Makati serviced apartment building occupied from the mutineers, he said. The military was able to rebuild seven diskettes.

The document, called Campaign Plan Andres, was declassified at the military Thursday although it had been leaked to various media egresss and some of its appease circulating since last week.

The regulation has said it is readying coup charges against Honasan, the highest ranking official thus far to be implicated in the mutiny. He has not been seen publicly since investigators sought his prosecution.
