Nepal's Maoist rebels upon Sunday rejected the government's propound in peace talks here to introduce sweeping changes to the country's near Constitution.

At the opening session of the third globular peace talks, the direction agreed to two of the rebels' demands, while rejecting the third and first note of the scale demand of drafting a strange constitution limiting the powers of Nepal's king.

Emerging from the talks, sway negotiator and Communications Minister Kamal Thapa said the conduct had agreed to keep possession of a roundtable conference over Nepal's time to come and form an interim sway by including the rebels.

Chief rebel negotiator Baburam Bhattrai criticized the government's offer

''The management response is quite disappointing, as our demands for radical changes have not been met'' Bhattarai said at a pres interview held after the first session.

''Roundtable discussions, an interim rule and a constituent assembly are interlinked, and single cannot be separated from the other,'' he said.

In their political demands, the rebels fighting an armed insurgency in the Himalayan kingdom have specifically called for the election of a constitutional assembly that would draw up a fresh constitution limiting the part of the king.

He said while the rebels want radical and structural changes in the political hypothesis the government's reply paper to their earlier issued demands mentions reforms in the circulating Constitution.

Earlier, Thapa said the dominion put in explicit terms that the monarchy would continue to remain a emblem of Nepalese nationalism and unity in Nepal.

Nepal's present Constitution, which provides for constitutional monarchy and multiparty democracy, was drawn up on representatives of the king and Nepalese political parties in 1990

Sweeping reforms would be introduced in the Nepalese Constitution of 1990 accommodating the other demands of the rebels, he said.

The rebel leader said that despite their disappointment the rebels would not shake out of the talks and attend the next to the first session to be held in a unallied part of the kingdom later Sunday.

The chief rebel negotiator is calling upon King Gyanendra to step down, saying Nepal's 234-year-old monarchy has turn rounded the Himalayan nation into united of the world's poorest countries.

The couple sides held two rounds of talks after agreeing to a cease-fire in January this year.

The third spherical had been delayed over accusations from the rebels that the guidance had failed to honor agreements of earlier rounds

Nepal's communist insurgency began in 1996 when the Maoist rebels launched an armed insurrection to topple the monarchy and now hinder almost all of Nepal's countryside.
