A representative of a Japanese nongovernmental organization (NGO) helping North Koreans turn tail their country has been detained in Shanghai by means of Chinese authorities, the Japanese Foreign Ministry said Monday.

Fumiaki Yamada, 54 assistant professor at Osaka University of Economics, was detained Friday and is being questioned on the Chinese authorities upon suspicion of organizing human smuggling into China, the ministry said, adding that it has asked the Chinese management to allow Japanese officials to fitting with him.

''If they are not Japanese, it's difficult unruffled to confirm their detention,'' a ministry official said.

Yamada had been asking the Japanese Foreign Ministry for protection for those North Koreans since April. if it were not that the ministry had told him it is difficult befitting to relations with various countries.

The society was established in 1994 to help house North Koreans who responded from Japan under the program. In March, it helped a woman to follow back to Japan for the first time in 43 years along with her daughter.
