The delayed third circular of peace talks between the conduct and warring rebels of the Nepal Communist Party (Maoist) will start Sunday in the southwestern town of Nepalgunj, the regulation said Tuesday.

Information and Communications Minister Kamal Thapa said the command hopes the talks, which will focus upon the political demands of the rebels, ''would be useful in realizing the Nepalese people's aspiration of lasting peace.''

The Maoist agenda for the third circular includes an interim rule roundtable discussions over Nepal's that will be and an eventual constitutional convention.

Chief rebel negotiator Baburam Bhattarai said last week that the rebels want the third orbed negotiations to be decisive.

The couple sides held two rounds of talks after agreeing to a cease-fire in January this year.

The third globular had stalled over accusations from the rebels that the restraint had failed to honor agreements of earlier rounds

Thapa said the guidance has already formed its position onward the rebels' political demands, which would be placed in succession the table as soon as the talks commit to memory under way.

Nepal's communist insurgency began in 1996 when the Maoist rebels announced the start of what they called a people's war to topple the Nepalese monarchy.

More than 8000 clan have since died in fighting between regulation troops and the rebels.
