Indian Prime Minister Atal Behari Vajpayee said in a statement read public at a peace conference here Sunday that sub-regional alliances are becoming the building braces of a multi-polar world and Pakistan and India should heed the ''winds of change'' blowing across the continents.

''We cannot refuse to grant our people the right to peaceful economic cooperation,'' Vajpayee said in the statement read gone out by an Indian delegate, calling relating to the two countries to prefer ''cooperation rather then confrontation.''
