Pyongyang had insisted in succession discussing the issue in bilateral talks with Washington, rather than in multilateral talks favored by means of Japan and the United States. The latest growth indicates that Pyongyang was forced to compromise.

However, the latest exhibition does not mean that the door has interpreted for North Korea to abandon its nuclear ambitions, the main aim of the international community.

What we have to ascertain is whether North Korea has attached conditions to its acceptance of the multilateral talks, and, if thus what are they?

Behind Pyongyang's change of attitude is the decision on Japan and the United States to court dialogue with and put press on North Korea.

With Washington hinting that it might ask the UN Security Council to impose sanctions upon Pyongyang, North Korea may have decided that a change of stance was the best policy.

The international community must continue to take a tough attitude toward North Korea in the days ahead to force it to accord to the world's demands.

In this faculty of perception the other five countries -- Japan, the United States, China, southward Korea and Russia -- have extremely important characters to play in the upcoming talks.

What must be kept in mind is that the solution to solving the nuclear weapons unravelling program lies in North Korea promising to abandon the program in a verifiable and irreversible manner.

China and Russia the pair have friendly relations with North Korea. The administration of southern Korean President Roh Moo Hyun who has taken through the whole extent of Kim Dae Jung's ''sunshine policy,'' favors ''appeasement'' as the basis of its stance toward North Korea. about experts believe North Korea may attempt to use these three countries as a ''screen'' in the six-nation talks.

Japan, in concord with the United States, should call upon the other three countries to understand this position.

While moving ahead with its nuclear weapons progress to maturity program, North Korea continues to take actions aimed at intimidating the international community.

We should stop North Korea from taking advantage of the six-nation talks to purchase time for its policies.

A representative of a Japanese nongovernmental organization visited North Korea not long ago and met the children of abducted Japanese, who have responded home.

This is obviously an attempt from Pyongyang to exert pressure forward Japan as North Korea is facing a tough rejoinder from the international community. We should not be tricked from these kind of North Korean tactics.
