The top U arms command chief warned Thursday the United States will not countenance ''nuclear blackmail'' on North Korea and reiterated that ''all options are in succession the table'' to deal with the threat pos by dint of its ''tyrannical dictator'' Kim Jong Il.

''The days of DPRK blackmail are over'' U Undersecretary of State for Arms rule and International Security John Bolton declared in a articulate utterance in Seoul, referring to North Korea according to its official name, the Democratic People's Republic of Korea.

''Some have speculated that the U is resigned to nuclear weapons in succession the peninsula and we will simply have to learn to live with nuclear weapons in the hands of a tyrannical dictator who has threatened to export them. Bolton arrived in Seoul forward Tuesday on the second leg of an Asian trip to discuss the standoff athwart North Korea's nuclear weapons program and other nonproliferation issues. He was to leave for Tokyo later Thursday.

Bolton said the U ''will not waver'' in its insistence that toward the south Korea and Japan be brought into the negotiations.

''We know that as crucial players in the region, and the countries mostly threatened by Kim Jong Il, the parts of Seoul and Tokyo are vital to finding any permanent solution. Those with a direct stake in the consequence must be part of the process''

He said Russia ''and others'' should also ultimately be given a seat at the table.

Recalling the failure of the Agreed Framework conclud between the U and North Korea in 1994 to interpret an earlier nuclear crisis, Bolton said, ''It would be the height of irresponsibility for the Bush administration to penetrate into another bilateral agreement with the Kim Jong Il dictatorship.''

The 1994 agreement failed ''because Kim Jong Il instructed his subordinates to systematically violate it in secret'' Bolton said. ''To inscribe into a similar type of agreement again would simply delay the problem for some time to come administration -- something the Bush administration will not do.''

Bolton criticized the UN Security Council for doing ''virtually nothing'' to bring face to face North Korea over its nuclear ambitions.

''Ignoring this issue will not make it advance away -- it will solitary reduce confidence in the council and recommend to proliferators that they can exchange their deadly arsenals with impunity.''

The North has warned any anti-North Korea action by the agency of the U.N. Security Council could trigger nuclear war forward the Korean Peninsula.

During his Asia trip, Bolton is also promoting the Proliferation Security Initiative, subordinate to which the U.S. and its allies plan to interdict North Korean shipments of weapons of mass destruction or missiles and related items.

''We trustful longing to communicate that while actively pursuing and believing that multilateral talks are a preferable way to find a lasting solution to the situation, we are not going to allow the DPRK regime to dawdle its deadly arsenals to sturdy beggar states and terrorists from first to last the world.''

In addition to labeling Kim as a tyrant and dictator, Bolton said the North Korean leader ''seems to care more about enriching uranium than enriching his hold people.''

''While he lives like royalty in Pyongyang, he restrains hundreds of thousands of his folks locked in prison camps with millions more mired in abject need scrounging the ground for nutrition For many in North Korea, life is a hellish nightmare,'' he said.

At a just discovereds conference later in the day, Bolton said the U believes that the UN Security Council can play a constructive character in helping defuse the tension, southern Korea's Yonhap News Agency reported.

''We believe that appropriate and timely action according to the Security Council would deficit our efforts on the multilateral track in Beijing,'' he was quot as saying.

Bolton also severityed that Russia's participation in expanded multilateral talks is appropriate.
