The Dubai-based Al-Arabia satellite television channel forward Wednesday broadcast the tape, in which the depos leader said he began contacting his government's military officers in April to reorganize operations ''against unjust criminal aggressors.''

The main the public apparently addressed in the language are members of the Republican Guards, the Special Security Department staff of the control and other intelligence and security bodies.

''America and its allies had the upper hand in the fight, on the other hand failed to achieve succes in the willpower fight. They (the US-l coalition) did not achieve superiority throughout the Iraqi people though they pull downed equipment and hardware. They failed to deprive the combat will of the Iraqi army which will revert back with new methods using the weapons available,'' the voice said.

''By saying the fight was not athwart America expressed the only and solitary fact. The fight is not still over, and occupation, though de facto now, is not besides recognizable and firm,'' it said.

''I hear of the stranges of jihad (holy war) operations you are launching side according to side with your brothers in Anbar, Falluja, Diyala, Nineveh and other areas. I possess dearly such operations with high think highly of and respect. Continue your jihad dear brothers and sons'' the tired voice said.

''I call on our faithful believers from among the Special (Republican) Guards, including those onward pension, the Republican Guards and the national security organs to increase their action, assert their stand and gain prominent stands until the day victory is achieved,'' the voice said.
