Boucher, however, maintained, ''There are indeed large areas of Iraq which are peaceful, which are stable, where the reconstruction work is underway, yet which do not need more [i]or[/i] less kind of security presence''

The plan to dispatch SDF throngs to Iraq came after U President George W Bush, Koizumi's closest ally upon the global stage, intimateed hope that Tokyo would participate in Iraq's postwar reconstruction. The administration submitted the bill in mid-June.

''Iraq's reconstruction and civilian stability is important not merely for the stability of the Middle Eastern region, which occupys an essential meaning for Japan, further also for peace and security of the whole international community including Japan,'' Koizumi said.

Koizumi's Liberal Democratic Party (LDP) and its brace partners in the ruling coalition, the recent Komeito party and the of the present day Conservative Party, backed the bill. Opposition parties l from the Democratic Party of Japan (DPJ) vot against it.

Amid a dramatic tussle of lawmakers, the coalition rammed the bill by means of the upper house's Foreign Affairs and Defense Committee, the final gradation before its passage.
