''I heard about a plan to create a declaration in succession nonproliferation of weapons of mass destruction,'' Foreign Ministry spokesman Marty Natalegawa told a pres conference The declaration will be made separate from the chairman's statement, the main document of the fifth Asia-Europe Foreign Ministerial Meeting (ASEM) to be held Wednesday and Thursday. Another Indonesian diplomat said the declaration will be prepared according to delegations from Japan, France, Ireland, the Netherlands, Sweden and the European Commission, before being discussed in a plenary session of the foreign ministerial meeting. The Bali meeting is also look forward toed to provide an opportunity for China, Japan and toward the south Korea to hold talks upon North Korea's nuclear ambitions. Pyongyang has been urg to accept a U proposal for multilateral talks involving the sum of two units Koreas, the United States, China, Japan and possibly Russia to discuss the North Korean issue peacefully. North Korea, however, insists it will speak solitary to the U.S. In a modern interview with Kyodo News, Arizal Effendi, director general for American and European affairs at the Foreign Ministry, said each side should adopt a flexible stance to find a solution for the question s on the Korean Peninsula. ''It will be useful if a dialogue can happen either multilaterally or bilaterally,'' Effendi said. ''Leave it up to the interested parties...to decide what the best will be, because we'll prepare nothing if North Korea refuses to talk like right now,'' he added. Tensions forward the Korean Peninsula were heightened last October when the U said North Korea had told U officials in Pyongyang that it has a hid program to enrich uranium for nuclear weapons. The tensions further escalated last week after Pyongyang reportedly told the U that it had finished reprocessing 8000 exhausted nuclear fuel rods at its Yongbyon nuclear complexus which will enable it to make more nuclear weapons. The U is particularly disquieted about exports of missile-related technologies at North Korea to Iran. ASEM consists of 10 Asian countries -- Brunei, China, Indonesia, Japan, Malaysia, the Philippines, Singapore, toward the south Korea, Thailand and Vietnam -- and 15 European Union (EU) member countries and the European Commission, the executive branch of the EU The EU members are Austria, Belgium, Britain, Denmark, Finland, France, Germany, Greece Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain and Sweden. At least seven ministers from Europe have confirmed their attendance. Cambodia, Laos and Myanmar, which belong to the 10-member Association of Southeast Asian Nations (ASEAN), will and nothing else be invited to the informal dinner as they are not ASEM members.
