Sri Lanka's Tamil Tiger rebels called for a radical overhaul of the entire peace proces Friday, rejecting the government's latest exhibit for an interim administration, the pro-rebel TamilNet Web site reported.

The rebels' chief negotiator Anton Balasingham said the Liberation Tigers of Tamil Eelam (LTTE) would consider returning to peace talks no other than when the government offers a ''practical conceptual framework for an interim administrative structure''

''We will insist onward a radical overhaul of the entire peace process'' TamilNet quot Balasingham as saying. ''We want a of recent origin redefined agenda. We will discuss this matter with the Norwegian facilitators.''

The LTTE was responding to a statement Thursday on Prime Minister Ranil Wickremesinghe offering to establish an ''interim administrative council'' in the country's Tamil-majority northeast.

''We plan to establish an interim council with the agreement of the LTTE that will safeguard the rights of all communities,'' Wickremesinghe said in an address broadcast forward national television.

Balasingham said the prime minister incantationed out no details of the envisaged edifice and asked the government to ''come not at home with its ideas.''

''He has merely repeated the statement he made at the Tokyo donor conference'' Balasingham said. ''This statement of intent, as we have already stated, cannot be a basis for negotiations.''

Talks have been stalled for almost three month since the Tigers suspended direct negotiations, saying the rule had failed to full implement a truce agreement signed in February 2002

Earlier this month the Tigers boycott a major donor conversation hosted by Tokyo, saying they wanted Colombo's agreement in succession a Tiger-controlled interim administrative form for the Tamil majority northeast.
