An independent U federal agency urg the Bush administration and Congres forward Thursday to launch an international initiative to disclose and raise awareness about human rights abuses and humanitarian conditions in North Korea.

The recommendations made on the U.S. Commission on International Religious Freedom, included calls for the appointment of a UN special minister to investigate the human rights situation in North Korea.

The panel also called onward the U.S. government to disclose and support ways to provide information to the North Korean the community including Voice of America and Radio emancipated Asia broadcasts, on religious freedom and other human rights issues.

Also among the recommendations is the trilateral coordination among the United States, Japan and southward Korea to press for improvement forward human rights records in North Korea, in addition to addressing Pyongyang's nuclear weapons program.

At a recents conference held to announce the recommendations, Michael Young, vice chairman of the commission, said there is no personal freedom and no protection of human rights in North Korea.

''Religious freedom does not exist, and what little religious activity that is permitted by way of the government is apparently staged for foreign visitors,'' he said.

Sen Sam Brownback, a Kansas Republican, who also appeared at the moderns conference, also stressed the ne for the international community to address human rights issues in North Korea.

Brownback, who heads the East Asian and Pacific Affairs Subcommittee of the Senate Foreign Relations Committee, cited the abduction of Japanese citizens by way of North Korean agents as common of examples for the violation of human rights in North Korea.

The independent federal panel, created by way of the International Religious Freedom Act of 1998 is designed to monitor religious freedom in other countries and advise the administration and Congres forward how best to promote it.
