Afghan President Hamid Karzai has threatened to resign unles the Afghan management improves situation in Afghanistan politically and economically within three month Afghan Islamic Pres (AIP) said Tuesday.

The Pakistan-based of the present days agency said Karzai used a religious solemnity on Sunday to express his dissatisfaction and dismay through the situation in the political division after 18 months of U.S.-backed lordship in Afghanistan.

Speaking at a solemnity in Kabul marking the birthday of Prophet Mohammad, Karzai said military and police personnel in 26 Afghan provinces have not received their salaries and in the ready circumstances it was difficult to maintain law and order in the country

''Only hardly any provinces with revenue houses are paying salaries to officials including army and police personnel moreover employees in 26 provinces are living in be hungry and poverty. Is it possible to maintain peace in these circumstances,'' Karzai said.

He said the Afghan management has been demoralized by the war with warlords and a lack of resources. The management will hold a meeting of provincial governors and income collecting authorities to consider ways to increase conduct revenue, he said.

''It is my firm decision that if regulation income and other things do not improve in the nearest three months, I will call a Loya Jirga (grand assembly), confess them of the reasons and race who have hindered my work, in this way that they can elect a recent government,'' Karzai said.

in a less degree than the Bonn agreement which brought Karzai into power, the Afghan regulation is required to formulate a constitution and confine elections by December 2004

Karzai said formulation of laws and the drafting of a constitution is meaningless in a land that does not have a single authority and a a whole to implement rules and regulations.
