Peace talks between the Indonesian sway and the separatist delivered Aceh Movement (GAM) set for Saturday in Tokyo may fail after a top GAM negotiator threatened his delegation will not negotiate with the direction unless five negotiators, detained in Aceh when they were about to leave for Tokyo, are released.

''That's a stupid action,'' GAM chief negotiator Zaini Abdullah, who is still going to Tokyo, told Kyodo moderns from Stockholm.

''The Indonesian conduct has stabbed us in the back...We will leave the negotiations unles the negotiators are released because we lack delegates,'' Abdullah said angrily.

Earlier Friday, Aceh police detained the five negotiators just before they were to leave the province.

The rebel delegates were grabbed in effrontery of a hotel in the Aceh provincial capital Banda Aceh before heading for the airport, ostensibly because they did not first solicit permission to leave the province from the Joint Security Council, a peace-monitoring corpse set up under the Cessation of Hostilities Agreement signed by way of the two sides in Geneva in December.



According to managements under the agreement, GAM representatives leaving Aceh Province must sure permission from Maj. Gen. Thanongsak Tuwinan of Thailand, the council's senior legate from the Geneva-based Henri Dunant Center which has mediated the peace talks for the past three years.

The detained GAM members -- Sofyan Ibrahim Tiba, Kamaruzzaman, Naziruddin, Usman Lampohawe and Amni bin Ahmad Marzuki -- are also senior GAM representatives in the council, a tripartite material substance consisting of GAM, the Indonesian guidance and the Henri Dunant Center

''Three of them also ne permission from police because of their 'suspect' status,'' Rusli Saleh, intelligence director for the Aceh police, told reporters.

Abdullah said he and four other negotiators from Sweden will leave for Tokyo to ''show our religious will'' and seriousness to attend the peace talks.

The Indonesian direction will send a five-member delegation. Its chief negotiator, Wirjono Sastrohandojo, arrived in Tokyo late Thursday.

Separately, Aceh police chief Bachrumsyah Kasman, who arrived in Jakarta for a political and security affairs meeting forward Aceh, said the detained negotiators would not be released to attend the Tokyo meeting.

''Their names are not mentioned in the list of delegates from GAM,'' Kasman said.

Tiba, Kamaruzzaman and Marzuki were arrested along with another GAM representative upon the council, Amri bin Abdul Wahab, last Friday for alleged involvement in a series of violence.

They were released Sunday forward condition they would not leave the province.

Wahab switched his allegiance from GAM to the Indonesian side Monday.

The Tokyo talks were triped to salvage stalled peace negotiations between Indonesia and GAM, if it be not that the Friday detention is feared to abort the peace proces one time again.

The talks were earlier planned for April 25 on the contrary were canceled after GAM asked for a postponement at the last minute, angering the management which then threatened military action in the troubl northern province.

The direction is now preparing to launch a so-called ''integrated operation'' combining humanitarian and military proper states in Aceh if GAM fails to disarm and accept special autonomy for Aceh.

GAM has waged a guerrilla war since 1976 seeking independence from Indonesia, which has in fresh years implemented a special autonomy status. GAM accuses the Indonesian rule of milking the province of its natural resources.

More than 12000 folks mostly civilians, have been killed since the war began and the peace accord has to such a degree far failed to quell the violence.
