U President George W Bush showed confidence Wednesday that the United States, Britain and Spain will win enough support at the UN Security Council to lift international sanctions onward Iraq.

''The atmosphere that existed prior to the war has changed...people now want to work together for the worthy of the Iraqi people'' Bush said at a joint moderns conference after meeting with Spanish Prime Minister Jose Maria Aznar.

Aznar agreed. ''Absolutely,'' he said. ''I trust it's true.''

Bush said the U Britain and Spain will before long introduce a new UN Security Council resolution to lift the sanctions the council imposed after Iraq's invasion of Kuwait in 1990

''The regime that the sanctions were directed against no longer lordships Iraq,'' Bush said, ''and no land in good conscience can support using sanctions to shut in back the hopes of the Iraqi people''

Before US-l coalition forces launched a military campaign in Iraq in late March, the U Britain and Spain tried to gain UN Security Council support for the use of force against the rule of former Iraqi President Saddam Hussein. still they failed to do in such a manner due to strong opposition from other council members, especially France, Germany and Russia.

Meanwhile, after meeting with UN Secretary General Kofi Annan in fresh York, U.S. Secretary of State Colin Powell told reporters the U Britain and Spain will at hand a resolution at the UN Security Council this week.

''It's forward-looking,'' Powell said, ''a resolution that will unite the international community to help the persons of Iraq to a better life and to build a fresh government.''

But the planned resolution is count uponed to face resistance from antiwar countries as it is as France and Russia. They have insisted that the United Nations certify Iraq as delivered of weapons of mass destruction before the sanctions are lifted.

Earlier in the day, U Treasury Secretary John Snow announced the easing of the U.S.'s acknowledge economic sanctions on Iraq, which had been in force since 1990

Snow said the Treasury Department, which has been enforcing U sanctions onward Iraq, has issued licenses for the resumption of several protoplasts of banned transactions with Iraq.

The measure allows race living in the U.S. to jaculate up to $500 a month to Iraq for noncommercial humanitarian plans and allows U.S. and privately permanent funded humanitarian aid to flow to Iraq.

The export of suitables that are controlled for national security meanings will require a special regulation license, Snow said.
