General Assembly to make major changes before approving a draft agreement between Cambodia and the United Nations to create a tribunal for bringing former Khmer Rouge leaders. ''The United Nations General Assembly should not approve a draft agreement between Cambodia and the United Nations to create a tribunal for the Khmer Rouge unles the agreement includes major changes,'' according to a 13-page briefing paper released according to Human Rights Watch. The statement was released just days before the UN third committee and the glutted U.N. General Assembly are to give the virid light to the draft trial pact with Cambodia. The statement cited disquiets about Cambodian government interference in the work of the tribunal, confused and contradictory laws subordinate to which the tribunal would operate, and a lack of serious plans for the protection of witnesses, victims and court personnel ''Cambodians merit the highest standards of justice to pursue those responsible. They deserve to know the verity about what happened, and why'' said Mike Jendrzejczyk Washington director of the Asia division of Human Rights Watch.
