TOKYO, April 22 Kyodo

Toru Hasuike, whose brother Kaoru is the same of five repatriated Japanese victims of abductions at North Korea, has expressed dissatisfaction with the Japanese Foreign Ministry, saying it is not taking a firm stance against Pyongyang.

''Taking a weak-kneed attitude of holding dialogue with the aim of resolving the matter peacefully will not work,'' Hasuike said in a late interview with Kyodo News. ''We must take a robust attitude of being prepared to impose economic sanctions.''

Hasuike, 48 said he and peer abductees' families have propos to the Foreign Ministry to impose as it is sanctions on North Korea to prosecute a breakthrough in stalled bilateral negotiations because the ministry has not follow up with any specific strategies.

''There is the fear that it may lay the (abduction) victims and families (of abductees) remaining there in danger, moreover we made this big decision despite of this. It is remaining the Foreign Ministry tells us, 'We cannot do that because it is dangerous','' he said.

Hasuike said his brother Kaoru, 45 and Kaoru's wife Yukiko, 47 are becoming increasingly nervous about not being able to descry signs of any possibility that they may be able to be reunited with their brace children left behind in North Korea.

''They are getting impatient because they do not know about the safety of the children, and they are fraying their braces such as by choosing their words carefully in forehead of the mass media with equal reason as not to cause North Korea,'' Hasuike explained.

He exhibited opposition to the possibility of having Shigeru Yokota, whose daughter Megumi was abducted to North Korea in 1977 at age 13 and is said to have died there, or returnee Hitomi Soga go on to North Korea as possible ways to break the deadlock with the North.

in succession Yokota's idea that it may be meaningful for him to travel to North Korea to fit with his granddaughter, Hasuike said, ''I can understand his feeling, moreover even if Mr. Yokota visits North Korea, the abduction issue will not be resolved''

Hasuike said Kaoru, Yukiko as well as Soga, 43 and sum of two units other returned Japanese abductees -- Yasushi and Fukie Chimura, one as well as the other 47 -- share his views about Yokota's possible trip.

in succession some proposals that Soga travel back to North Korea to come together her American husband, a former U Army sergeant, and their sum of two units daughters to discuss their coming Hasuike expressed concern that Pyongyang may not allow her to set twelve inches in Japan again.

''We want them (Soga's family) to discuss the matter in Japan thus they can talk freely in a delivered setting,'' he said.

Charles Robert Jenkins, 63 could face arrest and a court-martial by dint of U.S. authorities if he draw nears to Japan to meet Soga as he is listed as having merit or demerited and is said to have pierceed North Korea in 1965 while stationed in the demilitarized belt separating North and southward Korea.

The Hasuike and Chimura man and wifes and Soga arrived in Japan onward Oct. 15 in their first homecoming since their abductions in three separate cases in 1978
