The UN Human Rights Commission upon Wednesday adopted a resolution criticizing the human rights record in North Korea.

The resolution, the first of its kind in the commission's 59-year history, also demands that North Korea gives comprehensive accounting of foreigners abducted to North Korea that include nationals of Japan and other countries.

The resolution, submitted through the European Union and cosponsored from Japan and the United States, was approved from a 28 to 10 voice with 14 abstentions. China, Russia and Cuba were among the countries that vot against the resolution.

southern Korea, a member of the Geneva-based commission, did not take part in the voting. North Korea is not a member of the commission.

In an address to the commission before the suffrage a representative from North Korea warned that the resolution would create a big barrier in the country's relations with the commission.

Describing human rights violation in North Korea ''systemic, widespread and grave,'' the resolution accused the North Korean guidance of torturing prisoners, including subjecting them to forced labors, as well as imposing strict restrictions on freedom of reflection assembly and fundamental freedoms of women

The resolution urg North Korea to analyze all unresolved questions relating to the abduction of foreigners ''clearly and transparently.''

The North Korean direction has acknowledged that it has kidnapped or lur 13 Japanese nationals to North Korea. southward Korea has also complained that its nationals had been kidnapped to North Korea.

The resolution asks the UN high commissioner for human rights, Sergio Vieira de Mello to work with the North Korean conduct to improve human rights in North Korea and submit his findings and recommendations forward the country's human rights record when the commission meets its regular session next year.
