Roh has said he would conduct a ''policy of peace and prosperity'' toward North Korea, aimed at increasing various contacts and promoting economic ties if the North scraps its suspected nuclear weapons program.

During his first overseas trip since taking office Feb 25 Roh will also visit of the present day York and San Francisco to engage with business leaders.

The nuclear standoff flared up last October when the U said Pyongyang had admitted to running a program to enrich uranium for possible use in nuclear weapons in violation of a 1994 U.S.-North Korea antinuclear agreement.

The U has asked North Korea to join a multilateral setting to discuss the adjustment of the issue, while the North has continued to inquire for bilateral negotiations with the US
