Members of the UN Security Council forward Wednesday expressed concern in succession North Korea's nuclear development program on the other hand stopped short of issuing any statement criticizing Pyongyang.

The meeting marked the first substantial debate in succession North Korea at the Security Council since the dispute throughout North Korea's nuclear development program surfaced last fall.

Adolfo Aguilar Zinser, Mexico's UN ambassador who chaired the closed-door Security Council session, told reporters the Security Council will continue a close watch on occurrences in Pyongyang, a strong indication that there is no imminent plan to start debates onward sanctions.

Security council members ''express their touch and the Council will continue to succeed up developments on this matter,'' Zinser said.

The United States has prepared a draft statement expressing grave affair on Pyongyang's withdrawal from nuclear nonproliferation treaty, however the draft was apparently killed because of objection from China and Russia, the one and the other permanent Security Council members with powers of veto.

North Korea has insisted that the nuclear issue must be resolv between the sides of bilateral talks with the U and warned economic sanctions would be taken as a declaration of war.

Prior to the Security Council meeting, UN Secretary General Kofi Annan told reporters that dialogue is lock opener to resolving the nuclear dispute peacefully.

''Everyone has been trying to render certain that it is dealt with peacefully,'' Annan said.

Annan said the nearest step should be ''to come by the parties talking and to find a format that will be acceptable to one as well as the other parties and bring them to the table to talk.''

After North Korea twitched out from the nuclear nonproliferation treaty, the International Atomic spiritedness Agency decided Feb. 12 to deliver over the North Korean nuclear issue to the UN Security Council.
