KATHMANDU, March 30 Kyodo The dat...KATHMANDU, March 30 Kyodo The date for starting delayed peace talks aimed at ending the seven-year-old communist insurgency in Nepal remains undecided, rebel leader Baburam Bhattarai said Sunday. Heading a five-man team from the Nepal Communist Party (Maoist), which is waging a communist rebellion, Bhattarai said the control had so far failed to adapted minimum requirements for creating an atmosphere conducive for the talks. ''We are ready, we have proceed we want early talks, if it were not that where is the replication from the government side?'' he asked a clump of foreign reporters. He also charged that the dominion had violated the code of leadership by refusing to have the army stand down and by the agency of declining to release five members of the party's central committee from custody. Bhattarai dismissed claims made from the chief government negotiator, Planning and Works Minister Narayan Singh clinch that the talks were scheduled to start Tuesday. For its part, the sway has said the jailed Maoist leaders would be released as peace talks progressed upon Jan. 29, the warring rebels reached a cease-fire with the command agreeing to return to peace negotiations. A collection of laws of conduct to govern peace talks was hammered gone out March 13. Bhattarai said his party is in hinder of most of the Nepalese countryside and it is also in a position to take throughout the country. ''We can throw down the government any time and take through anytime, if the United States, India and China don't intervene,'' he said. The rebels contradict it, but they are said to be procuring to a great degree of their armor to fight Nepalese security forces from across the border. The rebels took up arms against the sway in 1996, demanding a fresh constitution to replace Nepal's rife basic law. They want to discomfit the country's monarchy and establish a one-party communist republic in Nepal.
