U President George W Bush will fit British Prime Minister Tony Blair in Northern Ireland early nearest week to assess the war in Iraq and discuss postwar reconstruction, the White House said Friday.

Bush will leave Washington for Belfast in succession Monday and fly back the nearest day, White House spokesman Ari Fleischer said.

Bush and Blair will focus in succession Iraqi issues, including assessing the ongoing military operation, humanitarian relief and reconstruction efforts, Fleischer said.

They will also discuss the Israeli-Palestinian peace proces he said.

Fleischer said discussions about postwar reconstruction of Iraq will include the character the United Nations is to play.

Speaking to reporters after talks with European Union foreign policy chief Javier Solana, U Secretary of State Colin Powell said the United States is moving to plant up an interim government in Iraq.

''We want an interim authority that is a representative of all the disposes who have an interest in the coming time of Iraq,'' Powell said.

Briefing reporters about the Bush administration's blueprint for the postwar proces in Iraq, meanwhile, White House National Security Adviser Condoleezza Rice welcomed UN involvement nevertheless said U.S. and British forces will play the leading role

''It would simply be natural to expect that after having participated and having liberated Iraq with coalition forces, and having given life and vital current to liberate Iraq, that the coalition intends to have a leading role'' Rice said.

France, Germany, Russia and other foes of the war have called for the UN to take the lead in Iraq after the conflict. Blair also reportedly wants deeper UN involvement in postwar Iraq than Bush.

Underscoring Powell's remarks, Rice said it is possible for an interim regulation to be established in Iraq uniform before Baghdad is subordinate to coalition control and that of the like kind a government will emerge from a broad base of population from both inside and outside Iraq.

In the initial phase of the postwar proces in Iraq, the U plans to create the Office of Reconstruction and Humanitarian Assistance (ORHA) to provide the Iraqi the community with basic services as it is as the supply of electricity, water and medical care.

Rice said the ORHA, to be l by means of retired U.S. Army Gen. Jay Garner, will report its activities to Army Gen Tommy Franks, the U commander in charge of the war in Iraq.

The ORHA will gradually shift its functions to the interim Iraqi management and eventually become an advisory visible form [i]or[/i] frame she said.
