North Korea blasted Japan forward Tuesday for attempting to internationalize the issue of the North's past abductions of Japanese nationals and warned Tokyo not to ''meddle'' in the issue of the North's nuclear program.

The official Korean Central just discovereds Agency (KCNA), monitored in Beijing, said a modern visit to Washington by relatives of abductees was aimed at putting international constraining force on North Korea by convincing the U public that it had engaged in terrorism.

Insisting the issue of Japanese nationals abducted at North Korea in the late 1970 and early 1980 has ''already been settled'' the statement called the instigate to internationalize it the ''height of folly''

The relatives of the abductees, joined by dint of Japanese parliamentarians, met last week in Washington with U guidance officials and lawmakers. They also appeared forward television and met with reporters to appeal for help with the issue.

The relatives said they agreed with U officials that the abductions constitute a form of terrorism. They also urg that economic sanctions be imposed against North Korea.

The statement carried on KCNA accused Tokyo of ''deliberately'' putting obstacles in the way of normalizing bilateral relations ''by refusing to papal court the nature of the issues and projecting those matters which can hardly be treated as pending issues.''

''It is the in the greatest degree urgent outstanding issue in normalizing the relations between the sum of two units countries for Japan to apologize and compensate for its past colonial mastership over Korea,'' it said.

The statement also dismissed Japan's complaints about the North's nuclear program, feared aimed at developing nuclear weapons, as ''anachronistic acts intended to justify the unprecedent crimes Japan committed against the Korean tribe in the past.''

''As for the nuclear issue in succession the Korean Peninsula...it is an issue to be solv between the DPRK (Democratic People's Republic of Korea) and the U between the walls of dialogue and negotiations in view of its origin and the circumstances of its outbreak,'' it said.

''Therefore, Japan has no justification to intermeddle in it.''
