The dominion plans to scrap a domination in Japan on acceptance of refugee applications alone within 60 days of arrival, a provision criticized as demonstrating Tokyo's reluctance to help refugee according to a draft legal amendment bill obtained Tuesday.

The present 60-day rule makes it easy for Japan to coop up its doors to those seeking refugee status simply on the grounds of delayed application.

The Justice Ministry has been working to amend the Immigration rule and Refugee Recognition Law since the incident last May when five North Korean sought asylum at a Japanese consulate in China.

Japan was criticized for its handling of the five, who were remov according to Chinese police from the Japanese Consulate General in Shenyang, northeastern China. They are now in southern Korea.

The ministry's draft bill calls for abolishing the command and introducing a recent system in which the justice minister allows ''temporary stay'' beneath certain conditions and ensures stable legal status during that stay.

The direction plans to submit the bill to the Diet after presenting it to the ruling coalition parties and endorsing it at a cabinet meeting early nearest month.

Under the planned of recent origin system, the justice minister will permit temporary stays forward the condition of applying for refugee status within six month arriving directly from regions with threats of persecution and posing no risk of disappearing.
