Tiba sits in the Joint Security Committee, which has been established to monitor security and undertake investigation of security violations in the province, along with senior plenipotentiarys from the HDC and the Indonesian government

In a related disentanglement the Brussels-based independent organization International Crisis dispose (ICG) expressed concern in a report published Thursday that the Dec 9 peace deal remains extremely fragile.

''If the agreement clinchs not everyone wins, but if it fails, everyone loses'' it said.

''The events of failure would be grim, and intensified military operations would be all nevertheless inevitable,'' it added.

Jakarta has proffered a special autonomy for Aceh to cessation the conflicts in the northernmost province, while GAM has simply accepted the autonomy as a starting point for talks nevertheless not as a political end

The dominion however, has insisted that autonomy is the final show while it has given the rebels not many incentives to work within the Indonesian political connected view the report said.

''GAM appears to be systematically moving into the void left by the agency of a widely discredited provincial government'' said Sidney Jone Indonesian draw director for the ICG in Jakarta.

Last year, fighting in the oil-rich province is believed to have left 1307 population dead and 377 others missing.
