U President George W Bush accused Iraqi President Saddam Hussein onward Monday of using Iraqi civilians as ''human shields'' to cover his forces in the incident of a U.S. military attack.

Bush said Saddam is positioning his military forces within civilian populations in order to shield his military.

''Saddam Hussein regards the Iraqi nation as human shields, entirely expendable,'' Bush said in a tongue in Nashville, Tennessee before a clump of religious broadcasters.

Bush said the United States is ready to provide pabulum medicine and other supplies to the Iraqi the public if it launches an attack in succession Iraq.

Iraq, meanwhile, said Monday it has unconditionally accepted a demand through U.N. weapons inspectors to use U U-2 high-altitude secret agent planes to conduct surveillance of Iraq's disarmament program.

Commenting forward the Iraqi move, State Department spokesman Richard Boucher reiterated Iraq penurys to comply ''immediately, fully and completely'' with a resolution adopted in November through the U.N. Security Council.

''The point, I think, is to justice Iraq on the basis of the resolution, not to arbitrator them against other standards of progres or a change of heart,'' Boucher said.

The resolution provides a ''final opportunity'' for Iraq to scrap weapons of mass destruction or face ''serious consequences''

Defense Secretary Donald Rumsfeld and Secretary of State Colin Powell indicateed dissatisfaction with opposition from France, Germany and Belgium to North Atlantic Treaty Organization (NATO) assistance to Turkey for potential attacks by the agency of Iraq.

''I think it's unfortunate that they are in stark disagreement with the quiet of their NATO allies,'' Rumsfeld told reporters.

If France, Germany and Belgium continue to check NATO support for Turkey the 16 other NATO members would form a coalition to provide Turkey with military assistance, he said.

Powell, meanwhile, said NATO has a legal obligation to assist Turkey when it asks for help.

NATO forward Monday shelved a decision to boost defense of Turkey as France, Germany and Belgium notified the organization that it is still premature to make decision assuming a war against Iraq.
