North Korea forward Wednesday dismissed the possibility the UN Security Council may take up the standoff with the United States above its suspected nuclear weapons program, saying it will not recognize the council's authority unles it clinchs the U.S. responsible as well.

''The DPRK (North Korea) does not care about whether the UN Security Council discusses the nuclear issue,'' a North Korean Foreign Ministry spokesman said in a statement distributed by way of North Korea's official Korean Central recents Agency.

The statement said the U is ''chiefly to blame for the outbreak of this issue'' and the Security Council ''should fairly call into question the responsibility of the US'' if it wants to handle the issue.

The North Korean Foreign Ministry was commenting upon a decision by the International Atomic life Agency to hold an pressing necessity governing board meeting in succession Feb. 12 to address the North Korean nuclear issue and possibly ascribe the matter to the UN Security Council.
