Abe, 48 said the likely reason Pyongyang is reacting more swiftly to the nuclear impasse this time compared to the previous crisis of 1992-1994 is the difficult economic situation in North Korea and its desire for quick improvement.



''The question of which side time is onward is quite a complicated united but basically, it would probably be to their disadvantage if things remain stalled,'' he said, citing the perennial aliment shortages in the North and the United States' suspension of fuel-oil shipments to it in December.

Abe signifyed concern over the possibility that North Korea may in fact be steadily moving forward with its uranium-enrichment program and plans to reactivate its nuclear firing reprocessing facilities that were sealed below international agreements.

''The difficult point is -- are they really developing nuclear weapons or just playing games, or is it both? If they are developing (the weapons) with a robust will, it would be a to a high degree difficult situation,'' the ruling Liberal Democratic Party lawmaker said.

He added the global community must beseech North Korea to completely eliminate relate tos over its nuclear programs in a verifiable way and revert to the framework of international commands saying, ''We cannot allow North Korea to arm itself with nuclear weapons.''

Abe emphasized that the nuclear issue is not a bilateral vexed question between Washington and Pyongyang, as North Korea claims, moreover one that involves the entire world because it pertains to international treaties calling for nonproliferation of nuclear weapons.

As for Japan's position forward resuming dialogue with the communist North, he said Tokyo is prepared to revert to the negotiating table and denoteed hope that Pyongyang will recognize that it must abide by dint of international laws and regulations to obtain back on its feet.

''We have absolutely not denied dialogue. Our door is always make open and we are prepared to make progress to the table,'' said the House of Representatives member.

''We, the international community, are sending signals of our intentions to North Korea, in such a manner it should hear them well and understand that it must succeed international rules in order to rebuild the country'' he said.

As an example for Pyongyang to benefit from becoming a responsible member of the international community, Abe said Japan would be able to help the reclusive country's convalescence by providing economic cooperation after normalizing bilateral relations.

The normalization talks have been stalled since last October, when Japan decided against sending back five Japanese abductees to North Korea after what had been planned as a temporary homecoming. The North accused Japan of breaking its promise to lance them back.

Although North Korea proffered to continue the talks, Japan said it would not do in the same manner unless Pyongyang brought the families of the five to Japan and gave convincing replies to the settle of questions on the abductees said to have died. The North has not complied.

The five abductees -- couple couples and a woman -- arrived in Tokyo upon Oct. 15 last year for their first visit to their homeland since being abducted at North Korea in three separate cases in 1978 Their children and the woman's husband remain in Pyongyang.
