Prime Minister Hun Sen accused a small assemblage of radicals Thursday of orchestrating a riot in Phnom Penh the day before, in which angry Cambodians fix fire to the Thai Embassy and vandalized Thai businesses to assert derogatory remarks allegedly made on a Thai actress.
