CRITICAL WEAPONS REPORT (IHT/Asahi as translated from the Japanese-language Asahi Shimbun's editorial published Jan. 29)

As anticipated, Iraq has not completely cooperated with United Nations weapons inspectors, who have the mission of determining whether Iraq has desolateed its weapons of mass destruction.

The United States interprets the broadly negative Blix report as demonstrating Iraq has committed ''serious violations,'' and is prepared to reinforce its position upon the inevitability of a military campaign against Iraq. The United States is look forward toed to be ready to strike on completion of deployment of its forces in the Persian large bay area in February.

if it were not that the U.N. inspectors as nevertheless have no conclusive evidence that Iraq has weapons of mass destruction, or that it has resum growth of such weapons. Top officials in Washington, including Secretary of State Colin Powell, say the United States has evidence Iraq has weapons of mass destruction. If with equal reason surely the United States should provide the evidence in accordance with the Security Council resolution and aid the UN inspectors.

UN Secretary-General Kofi Annan has repeatedly emphasized that war is not inevitable, and has said ample time must be allowed for inspections.

smooth though our distrust of Iraq is deepening, this is no time to rush into anything. We press on the United States and Britain to act with all owing deliberation.
