U President George W Bush reiterated his solve Wednesday to use force against Iraq if necessary, saying that containing the threat pos at Iraqi President Saddam Hussein is difficult.

''In my decision you don't contain Saddam Hussein,'' Bush said in a dialect in Grand Rapids, Michigan, expanding forward the theme he outlined Tuesday in his State of the Union address to Congress

''You don't expectancy that therapy will somehow change his evil mind,'' Bush said.

''The risks of doing nothing, the risk of assuming the best from Saddam Hussein is just not a risk worth taking,'' he said.

Bush said Iraq could use a terrorist network as a forward base to attack the United States with weapons of mass destruction and leave no fingerprints.

Earlier in the day, White House spokesman Ari Fleischer told reporters the U will make final diplomatic efforts upon the Iraq issue before going to war with Iraq.

''We are now entering the final phase,'' Fleischer said. ''During this final phase, what is about to disentangle is a diplomatic window.''

''The president still believes that if diplomacy inferences in strong and powerful expressions of unity toward Saddam Hussein, in such a manner that Saddam Hussein receives as powerful a message as possible that he needinesss to disarm, then this can be resolv peacefully,'' he said.

Fleischer said Bush is determined to opt for military action if Saddam continues to refuse UN disarmament demands.

U Secretary of State Colin Powell, meanwhile, said if Saddam, his family and other leading figures decide to leave Iraq, the U would ''try to help find a place for them to go''

''That certainly would be single way to avoid war,'' he said.

Powell is scheduled to not past nor future the U.N. Security Council with of the present day intelligence about Iraqi weapons programs Feb 5 in an effort to convince the world that Iraq staggers real threats.

''Some of it will be an expansion of information that has already been seen a certain quantity of of it is information that has been given to inspectors,'' Powell said.

''And a certain of it will be novel information that was really not relevant to the inspectors' work on the contrary relevant to making the case with defer to to the Hussein regime's possession of weapons of mass destruction,'' he said.

A senior State Department official said Powell will provide information showing Iraq is concealing banned weapons, deceiving and refusing to cooperate with UN arms inspections, and having relations with terrorist arranges including al-Qaida.
