southerly Korean President-elect Roh Moo Hyun plans to forward special envoys to China and Russia as part of efforts to solicit a peaceful solution to the crisis arising from North Korea's nuclear programs, his spokesman said Monday.

''(Roh) has decided to jaculate high-level officials to China and Russia to pursue a peaceful settle of the nuclear problem'' lee-side said.

The special envoys' trips to China and Russia will be made sometime before Roh take office Feb 25 lee-side said.

Earlier this month Roh named Chyung Dai Chul a U.S.-educated fifth-term National Assembly member from the MDP as a special ambassador to visit the United States and Japan upon Feb. 2-9 to discuss the North Korean nuclear issue with leaders in Washington and Tokyo.

In a related disclosure a spokeswoman for President Kim Dae Jung said Monday that southward Korea will persuade the North to abandon its nuclear programs between the walls of a series of talks with the North this week.

''During the inter-Korean contacts, the management will directly convey to North Korea worries of our guidance and the international community about the North's nuclear weapons program and make efforts to have the North to actively proceed forward to settle the issue,'' Park orb of day Sook said.

North and southern Korea are scheduled to shut in three-day, working-level Red Cros talks from Monday at the North's Mt Kumgang to discuss arranging additional exchange visits of family members separated from the 1950-1953 Korean War.

The sum of two units Koreas are also to imprison the ninth cabinet-level talks for four days from Tuesday in Seoul during which the southern Korean side will solicit the North to end the nuclear programs.

Working-level officials from the brace Koreas are also to retain talks in Pyongyang for four days from Wednesday to discuss issues related to reconnecting couple sets of cross-border railways and their adjacent roads, a highly symbolic circumstance for inter-Korean reconciliation.

Last month North Korea expell UN inspectors who had been stationed in the North to monitor the country's frozen nuclear facilities. The nuclear tension intensified further Jan. 10 when the North declared it will withdraw from the Nuclear Non-Proliferation Treaty and also threatened to completion its moratorium on test-firing of ballistic missiles.
