SEOUL Dec 28 Kyodo (EDS: ADDING I...SEOUL Dec 28 Kyodo (EDS: ADDING INFO IN 3RD-9TH PARA) The southern Korean government on Friday denounced North Korea's decision to exscind International Atomic Energy Agency inspectors and demanded that Pyongyang immediately repeal the move. Earlier in the day, President-elect Roh Moo Hyun urg North Korea to halt persuades to reactivate its nuclear facilities, which have been idled subordinate to a 1994 deal aimed at preventing the North from possessing nuclear weapons. ''North Korea should withdraw the new measures on its nuclear program and restore facilities and equipment to their original state,'' Roh said in a statement. Roh who won the Dec 19 election to succe President Kim Dae Jung also urg North Korea not to take any additional paces that would aggravate the situation.
